Yes it can. Bankruptcy will not help all tax obligations, but there are many tax obligations that can be eliminated or paid in a more attractive way.  For example, tax obligations for income tax that are more than three years old can be totally eliminated by a bankruptcy without any payment.

Tax obligations that are less than three years can be paid at no interest or penalty through the Chapter 13 debt consolidation program.
